Opening of the parliamentary session - Key points of the Royal Speech
At the beginning of his speech to the elected representatives of the nation, King Mohammed VI expressed his sorrow over the severe earthquake that struck Morocco, causing many deaths and injuries. He emphasized the need to continue rescue efforts, reconstruction and the provision of essential services to affected families.
The King also paid tribute to the solidarity and mutual aid shown by the Moroccan people and civil society towards their fellow citizens. He did not forget the sacrifices made by the security forces, the Royal Armed Forces, government departments and the territorial administration.
Fundamental values of the Moroccan identity
The speech then focused on the fundamental values of Moroccan identity, highlighting three main pillars. First, the King spoke of religious and spiritual values rooted in the Sunni Maliki rite, which promotes moderation, tolerance and interfaith coexistence. Morocco is presented as a model of harmonious coexistence.
In addition, the Sovereign mentioned national values, stressing that the monarchy is recognized as a unifying element of the Moroccan people, based on unanimous adherence. The love of the homeland and the attachment to national unity and territorial integrity are immutable pillars of national identity.
The King also stressed the values of solidarity and social cohesion. According to him, these values strengthen national unity and human dignity while promoting social justice. He called for preserving these values at a time when value systems are changing.
Focus on Moudawana and Social Support Program
The King also discussed the revision of the Family Code (Moudawana) as a measure inspired by these national values and aimed at strengthening family cohesion, as the family is considered the foundation of society.
The speech also mentioned the operationalization of direct social support programs. This initiative aims to improve the living conditions of needy families, including specific categories such as school-age children, the disabled, newborns and the elderly. It also aims to combat poverty and precariousness by improving social and human development indicators.
The implementation of this program will be gradual, taking into account the evolution of the resources allocated, while ensuring transparency, fairness and efficiency. The Government is responsible for its implementation in accordance with the framework law on social protection.
